The Quantity Surveyor (QS) plays a crucial role in managing and controlling costs throughout
the lifecycle of a construction project.
1. Cost Estimation & Budgeting
• Prepare accurate cost estimates specific to groundworks and RC frame packages.
• Assist in the development of budgets during pre-construction and planning phases.
• Monitor budget alignment with on-site productivity and material usage.
2. Measurement & Take-Offs
• Perform detailed take-offs from structural and civil drawings for excavation,
foundations, formwork, reinforcement, and concrete.
• Prepare and update Bills of Quantities (B&Qs) for tendering and cost control purposes.
3. Procurement & Tendering
• Source, assess, and negotiate with subcontractors and suppliers for civils and RC
frame works.
• Prepare tender documents and review returned tenders for scope, rates, and
compliance.
• Ensure procurement aligns with the construction program and technical specifications.
4. Subcontract Management
• Let and manage subcontractor packages for groundworks (e.g., excavation, drainage)
and RC frame (formwork, rebar, concrete).
• Monitor subcontractor performance, variations, and compliance with contract terms.
5. Cost Control & Reporting
• Track project costs against budget and manage cost forecasts throughout delivery.
• Monitor wastage, productivity rates, and resource usage for concrete, steel, and
earthworks.
• Prepare CVRs (Cost Value Reconciliations), cash flow forecasts, and monthly reporting.
6. Valuations & Payments
• Prepare interim valuations and applications for payment based on measurable
progress.
• Certify subcontractor payments and agree variations and change orders.
• Support preparation of final accounts and agreement of quantities.
7. Change Management & Variations
• Assess the impact of design changes, site conditions, and delays on cost and
programme.
• Submit and negotiate compensation events, EOT claims, and commercial claims as
needed.
8. Site Liaison & Progress Monitoring
• Work closely with site engineers, foremen, and project managers to verify works done
and quantities installed.
• Attend site meetings and report on commercial and contractual matters.
9. Health & Safety and Compliance
• Ensure all costing and procurement activities consider H&S compliance, particularly for
high-risk activities such as deep excavations and formwork.
• Maintain accurate records for audits and compliance with company and regulatory
standards.
10. Technical Knowledge & Coordination
• Maintain up-to-date knowledge of methods, materials, and sequencing in groundwork
and RC frame construction.
• Coordinate with designers and structural engineers to validate quantities and resolve
buildability or cost issues.
